Lines of Effort

Adapt the best practices of countries whose survival depends on the quality of total defence to Lithuania’s total defence system. Universal conscription, a focus on civilian protection, and the reduction of social exclusion through total defence activities have proven to be effective elements of the defence model in Finland, Israel and Ukraine. These and other practices are selected, adapted to Lithuania’s legal framework, culture and institutional system, tested through pilot projects and expanded nationwide.

Total defence must become understandable to everyone: what I do, what my family does, what my workplace does, what my community does, what my organization does, what my state does.

Societal preparedness must be universal. Citizens not only know their role, but also periodically update their knowledge and skills. We do not duplicate the activities of state institutions or NGOs. We help institutions implement the defence agenda, while helping society, businesses and organizations engage clearly in coordinated and safe preparedness efforts. We provide ways to get involved that help people clearly understand their potential contribution and guide them towards concrete actions: preparedness at home, training, volunteering, a skills registry, support or partnership.
