We run the Total Defence Charter for organisations, the national security and total defence course for executives, the 72-hour readiness programme for residents, and a digital tool for citizens to find their place in total defence.

The swarm effect
This is society’s ability, in extreme situations, to organise itself quickly into a unit that acts in concert, with a powerful deterrent and defensive effect. A society that has achieved the swarm effect is also more united, more creative and more economically advanced, because the bonds between people and organisations work to the good not only in extreme situations but in everyday life. The association is working towards the swarm effect in total defence by 2030.

The organisations’ Charter
The “Charter of Lithuanian Organisations’ Commitments to Total Defence” is a practical preparedness standard for organisations. By signing the Charter, organisations voluntarily commit to carrying out at least two total-defence preparedness actions each year from the action plan the association provides.
About the CharterThe national security and total defence course for executives
This is a course for the most senior leaders of organisations. Participants travel to Finland, where they are trained by local instructors; the knowledge is then organised in Lithuania and adapted with Lithuanian experts to specific circumstances. Leaders can apply what they learn in preparing their own organisation and teams for total defence.

The 72-hour readiness programme for residents
This is a programme to help residents find their place in the total defence model using a digital tool, prepare for their role, and draw up a survival plan for the first 72 hours — practical skills, supplies and looking after the people close to them.
Your role
We have a plan, and everyone knows their role. We are currently preparing a plan for citizens and organisations to get involved, which can be adapted to each of them.
